Solutions and Implementation Plan

I-15 Solutions

Proposed solutions to address development and increased traffic impacts are anticipated to include:

  • Widening I-15 to four lanes in each direction from Jean to Sloan to provide the required capacity.

  • Reconstructing the Primm and Sloan interchanges.

  • Constructing new interchanges between Jean and Sloan with a minimum spacing of 2 miles.

  • Coordinating two proposed interchanges with bridge structures being built by Brightline West to improve cost-effectiveness.

  • Expanding and upgrading the corridor's Intelligent Transportation Systems (ITS) infrastructure with the latest connected vehicle technology and driver notification systems.

  • Enhancing freight logistics through additional truck parking and improvements to weight station checkpoints to create a safer trucking corridor.

Future Mobility Connections

I-15 is the primary transportation connection between Las Vegas and Southern California. Unfortunately, significant crashes or other incidents can force the closure of the roadway for periods ranging from several hours to several days. These extended closures, combined with the harsh desert environment, create safety concerns that must be addressed.

Future connections from I-15 to other major roadways, such as US 95 and State Route 160, would provide travelers with opportunities to bypass I-15 closures more effectively. However, environmental constraints will limit potential alternative routes. Developing these connections will require coordination among multiple agencies and may also require developer participation due to the significant time and cost associated with constructing new transportation corridors.

Financing Strategies

The proposed improvements will be needed over the next 20 years to accommodate anticipated growth in southern Clark County. NDOT must balance the transportation needs of southern Clark County with those of the rest of the state and will need to evaluate a variety of financing strategies to achieve full implementation, as baseline gas tax funding alone will not be sufficient.

Potential innovative financing strategies may include:

PUBLIC-PRIVATE PARTNERSHIPS

TAX INCREMENTAL FINANCING

US DOT’S FREEDOM TO DRIVE INITIATIVE

US DOT COMPETITIVE GRANT OPPORTUNITIES
